Here is how this works in practice. Mexico's cost-estimation work runs on a multi-currency, multi-rebates frame that our line-producing partners model line by line. The Mexican peso (MXN) trades at roughly 17-18:1 to the US dollar. This buys studio stage time at Estudios Churubusco (The country's flagship since 1945), Estudios América, Lemon Studios, Argos Comunicación, Estudios Tepeyac (TV Azteca), Televisa San Ángel, Imagina Studios, and Fox Baja Studios in Rosarito at a fraction of Los Angeles or Toronto comparables.

Here is the breakdown. On the ground, Fox Baja stays the world's largest outdoor deep-ocean tank — purpose-built for Titanic (1997) and later used for Master and Commander (2003), Pearl Harbor (2001), and Pirates of the Caribbean tank work — and our quotes break out tank-fill water-and-power costs separately. Guesses have 16% IVA (Value-Added Tax) on most line items, ISR (Impuesto Sobre la Renta — bracket-based income tax) withholdings on crew, required IMSS social-security inputs at roughly 30% loaded on Mexican payroll, and INFONAVIT housing-fund deductions. Currency hedge guidance reflects the peso's historical volatility around US Fed announcements.

Here is the short of it. On the rebates side, our budgets model each applicable Mexican federal and state rebates against the production's spend profile. EFICINE 189 is the federal corporate-tax credit for Mexican film production — a funding pool capped at roughly $8M annually and applied for via SAT-issued tax letter through IMCINE (Instituto Mexicano de Cinematografía). Here is what that looks like on the ground. On the ground, State-level rebates stack on top: Jalisco's 15% rebates (administered by Jalisco Film Commission), Baja California's 7.5% (Baja Film Commission), Yucatán's cash subsidy through the Yucatán Film Commission, Querétaro location support via COFILMA. Plus emerging rebates from Veracruz, Sonora, Chihuahua, and Oaxaca Film Commissions. Cross-border shoots with USMCA-resident crew (US-Mexico-Canada) can stack Mexican rebates against US state rebates on the parent project.
